Environmental Law Recit Ver: In 1997, Regional Executive Director Antonio G. Principe of the Department of Environment and Natural Resources (DENR) issued an Environmental Clearance Certificate (ECC) for the National Power Corporation (NAPOCOR) to construct a t emporary mooring facility in Minolo Cove, Puerto Galera, Oriental Mindoro. The facility was to temporarily house NAPOCOR's power barge , which would supply electricity to Oriental Mindoro while a land-based power plant was being constructed. Fisherfolks from Minolo, Puerto Galera , sought to cancel the ECC, claiming environmental concerns as Minolo Cove was a mangrove area and a fish breeding ground. RED Principe denied petitioners' plea for reconsideration. Petitioners filed a complaint in the Regional Trial Court o f Manila (RTC), seeking the cancellation of the ECC and an injunction to stop the construction.
