After discovering the bodies were taken to St. Peter's Funeral Home, Sanchez visited the funeral home. Facts: A subpoena duces tecum was issued by the Ombudsman as part of an investigation into an anonymous letter alleging illegal disbursement of funds from unfilled positions in the Economic Intelligence and Investigation Bureau (EIIB). The letter, allegedly written by an EIIB employee and concerned citizen , was addressed to the Secretary of Finance and copied to various government offices, including the Ombudsman. The letter claimed that during the implementation of E.O. 127 in 1988, which led to the dismissal of 190 personnel, monthly savings of P500,000 from unfilled positions and P1.4 million from regular employees availing retirement benefits were illegally disbursed.
